This surface is not active yet.
When it ships, this is where an operator will reach into a client's account to help them:
a short menu of scoped, pre-defined operations (the routine fixes), plus a governed,
time-boxed break-glass path for anything deeper — every use logged, every session expiring
on its own. All of it runs from the dedicated operations account, never from personal credentials.
Requires the operator role split — coming last in the build, by design.
